RENEW NSW commissioned this Statistics Improvement Project (SIP) report with funding from the NSW Environment Protection Authority (EPA) and each of the member councils. RENEW NSW is an umbrella organisation for NSW regional and rural waste groups.
The project was initiated in response to concerns about the accuracy, consistency and ease of waste data collection at landfills without weighbridges. NSW councils are legally obliged to submit annual Waste, and Resource Recovery (WARR) data reports to the EPA, which must include landfill waste tonnages.
Impact Environmental’s analysis of waste facility transaction data indicated that use of NSW EPA vehicle and bin weight conversion factors in rural areas resulted in inflated overall waste tonnages, which were typically weighing approximately 40% higher than weighbridge figures.
